Load when setting up the VSA website dev environment from scratch, or when setup-shaped things break — npm install/ci problems, "Missing Supabase environment variables" on boot, Jest failing with "Unexpected token 'export'" from zod, TypeScript syntax that won't compile, node version confusion, .env.local questions, Docker local run, or Supabase CLI/migrations/Edge Function first-time provisioning. Provides the from-zero runbook, every known setup trap, and a verify-your-setup checklist.
