Use for multi-file or multi-system changes, once a clear spec exists. Produces a task-broken-down plan written to the project's plans directory, and gets approval before code moves. Trigger on: "plan this out", "write a plan", "how would you approach". If the scope is 1-2 files, route directly to `subpowers-implement`. For read-only discovery or architectural tracing, route to `subpowers-explore`.

Trigger only when the user explicitly asks to threat model a codebase or path, enumerate threats/abuse paths, or perform AppSec threat modeling. Do not trigger for general architecture summaries, code review, or non-security design work.
